Gov. Evers Directs DNR to Reopen Several State Parks and Forests with Special Conditions

MADISON – Gov. Tony Evers today directed the Department of Natural Resources to re-open several state parks, forests, and recreational areas originally closed due to unprecedented crowds and out of an abundance of caution to protect public health.

The DNR will reopen 34 state parks and forests on May 1, 2020 under special conditions to help minimize overcrowding, allow for social distancing requirements, and to promote a safe and enjoyable experience for staff and visitors.

"Outdoor recreation is important for both physical and mental health, and I know how important it is to Wisconsinites to get outside and enjoy Wisconsin's natural resources and spring weather," said Gov. Evers. "With a few adjustments, like closing one day a week for maintenance and reduced hours of operation, folks should be able to get outside and enjoy our parks safely and respectfully."

"Amid the immense uncertainty of this crisis, we are very fortunate to have such beautiful spaces in which to ease our minds and take care of ourselves," Lt. Gov. Mandela Barnes said. "I am glad that we are able to reopen these spaces with new safety guidelines, so that people can enjoy our state parks and forests while we continue to prioritize public health and safety."

Here are the latest Wisconsin state park property updates:

Chequamegon-Nicolet National Forest Delays Opening of all Recreation Sites

Rhinelander, WI – APRIL 10, 2020 -- In alignment with current federal, state and local guidance for social distancing and to ensure health safety of its employees, visitors and volunteers, the Chequamegon-Nicolet National Forest will be delaying the opening of all recreation sites and not allowing camping or campfires until further notice. In addition, the Forest is implementing a group-size limitation of 10 people or less per group across the entire Forest. Last week, the Forest shutdown all restrooms and removed garbage receptacles at recreation sites.

The following are closed until further notice:

  • All Developed Campgrounds (Reservations will be cancelled, and refunds issued for the month of May). The Forest will continue to monitor the situation and respond accordingly with additional cancellations in June and/or the reopening of sites on a first-come, first-serve basis.
  • All Day Use Areas (trailheads, picnic areas, boat landings, beaches and the Mountain Fire Tower)
  • Lost Lake Cabins, Northern Great Lakes Visitor Center and Forest Lodge
  • Dispersed (roadside/Forest) camping on the National Forest
  • Trails (motorized and non-motorized designated trails)
  • All restroom facilities

The General Forest remains open to the public including Forest Roads for hiking, biking and scenic driving. To protect public health and safety, all visitors to the Forest are encouraged to:

  • Avoid visiting the forest if you are sick and/or experiencing COVID-19 symptoms.
  • Follow CDC guidance on personal hygiene and social distancing before and during your visit to the Forest.
  • Take your trash with you when you leave.
  • Please make arrangements to use the restroom before or after your visit to the forest. Unmanaged waste creates a health hazard for our employees and for other visitors.
  • If an area is crowded, search for a less occupied location. Also consider avoiding the Forest during peak hours.

The Chequamegon-Nicolet National Forest takes the safety of our personnel, contractors, volunteers, and visitors seriously. With spring quickly approaching, the potential for crowded conditions increases in parking areas, trailheads, and at popular forest destinations, undermining the country's critical efforts to contain the spread.

"Personal responsibility is now more important than ever. Let's all do our part to ensure we are keeping ourselves, our families and our communities safe by being prepared and recreating responsibly," said Paul Strong, Forest Supervisor on the Chequamegon-Nicolet National Forest.

The Chequamegon-Nicolet National Forest will continue to coordinate its COVID-19 response in alignment with all federal, state and local guidance. When visiting your public lands, it is important to be aware of current forest limitations. Everyone is urged to take the precautions recommended by the Centers for Disease Control and Prevention (CDC). The most recent CDC guidelines are available at https://www.cdc.gov/coronavirus/2019-ncov/about/prevention.html. Additional information is also available at https://www.usda.gov/coronavirus.

The Chequamegon-Nicolet National Forest has moved to virtual services. Please visit us at http://www.fs.usda.gov/cnnf and access our forest maps at https://www.fs.fed.us/ivm/. Gov. Evers Directs DNR to Close 40 State Parks, Forests, and Recreational Areas

MADISON Gov. Tony Evers today directed the Department of Natural Resources to close several state parks to protect the health and safety of Wisconsinites.

Due to unprecedented crowds, litter, vandalism and out of an abundance of caution to protect public health and safety and help flatten the curve, the following Wisconsin State Parks, Forests and Recreational Areas will close at the end of the day Thurs., April 9, and will remain closed beginning Fri,, April 10, until further notice:

Northeast Region

High Cliff State Park

Southeast Region

Big Foot Beach State Park, Harrington Beach State Park, Havenwoods State Forest, Kohler-Andrae State Park, Kettle Moraine State Forest Lapham Peak, Loew Lake, Mukwonago River, Northern Unit, Pike Lake, Southern Unit, Lakeshore State Park, and Richard Bong State Recreational Area

South Central Region

Aztalan State Park, Belmont Mound State Park, Blue Mound State Park, Cadiz Springs State Recreational Area, Capital Springs State Recreational Area, Cross Plains State Park, Devil's Lake State Park, Fenley State Recreational Area, Governor Dodge State Park, Governor Nelson State Park, Lake Kegonsa State Park, Lower Wisconsin Riverway, Mackenzie Center, Mirror Lake State Park, Natural Bridge State Park, Nelson Dewey State Park, New Glarus Woods State Park, Rocky Arbor State Park, Sauk Prairie State Recreational Area, Tower Hill State Park, Wyalusing State Park, Yellowstone Lake State Park, Gibraltar Rock State Natural Area, Pewits Nest State Natural Area, Parfrey's Glen State Natural Area and Dells of The Wisconsin River State Natural Area

"I wanted to keep state parks open for the public to enjoy during this challenging time which is why outdoor activity is listed as an essential activity under the Safer at Home order," said Gov. Tony Evers. "Unfortunately, growing difficulty with ensuring social distancing compliance, dwindling cleaning supplies and mounting trash are some of the challenges faced by our state parks staff. We have to address the growing public health and safety concern and protect Wisconsinites."

Despite waiving fees, closing state park offices, visitor centers, and non-essential buildings to help minimize the transmission of COVID-19 at parks, the situation has reached a point where public safety in the parks and surrounding communities takes precedence over keeping these locations open. If the public does not follow social distancing guidelines and vandalizes property, more state parks may have to close.

The public should follow simple steps to prevent illness and avoid exposure to this virus including:

  • Avoid social gatherings with people of all ages (including playdates and sleepovers, parties, large family dinners, visitors in your home, non-essential workers in your house);
  • Frequent and thorough hand washing with soap and water;
  • Covering coughs and sneezes;
  • Avoiding touching your face; and
  • Staying home.

This is a rapidly evolving situation and we encourage you and the public to frequently monitor the DHS website for updates, and to follow @DHSWI on Facebook and Twitter, or dhs.wi on Instagram. Additional information can be found on the CDC website.

Oconto County Closes ATV/UTV Routes Due to COVID-19

From the article:

"There were 140 vehicles. They represented 34 counties, three states. There were no Oconto County residents parked there. However, over half of the vehicles that were there, were from counties that have 10 or more cases. So that's where our concern is, that there are people coming to Oconto County that are coming from areas that there is a high incidence of the illness," she said.

Konitzer says all County-owned ATV-UTV road routes are off limits until further notice. And the county's campgrounds, expected to open on May 1, will likely stay closed as well.

The latest closure ties in with another health department statement issued on April first, urging visitors to stay away from their seasonal homes and properties.

Embarrass River OHV Park Update

COVID-19 Update:

As of today April 8th 2020 our campground and trails will still open as normal on May 1st.

Since our campground will not open until after the current safer at Home order expires, social distancing measures will not need to be taken.

That being said below are the current social distancing practices in place for any campground that is currently open (Per Wisconsin Department of Agriculture, Trade and Consumer Protection) or what you can expect if this order is extended past our opening date.

1. Maintain 6ft between others.

2. Campsites may hold members of a single household only. No private gatherings of any sort.

3. Be as efficient as possible in places of common space such as our office building. Please go to the bathroom or take your shower and exit the building to reduce contact with others.

This year we will be increasing the frequency of cleanings in our building and will not be providing helmet rentals this year until everything is back to normal.
Our vending machines will still be stocked for the year but we cannot serve any pizzas or ice cream until restaurants are able to serve.

Please understand this is an ever changing situation so there may be new developments between now and May 1st

Thank you all for your understanding. We hope to see you this summer.

Spring Riding Information

It's almost trail riding season for the majority of the state! However, there are a few things you should know regarding opening dates and soil conditions. We frequently are asked what trails are open from folks wanting to get out and ride. To help answer this question, Randy Harden, President of WATVA, wrote a blog post explaining the answer.

This time of year is know in our circles as "the spring breakup". So what does that mean you may be thinking?

The spring time is when frost is coming out of the ground, wet conditions add to the trail base instability, then add to this it's also a prime fire hazard time before things green up, it all adds up to why trails around the state are not open yet.

We really need warm, sunny conditions to dry out the trail base so it can become more stable so it doesn't cause massive rehab issues once we start riding. If our spring weather is wet and cool, this adds to the delays. Mother Nature controls much of these conditions, we just have to wait until our professional land managers and club trail captains make their assessment to approve opening.

Even different soil types of each trail system adds to the final assessment and opening approvals.

We have land managers from many county forest staffs, state DNR and federal managers from the US Forest Service that all enter into their assessment and approvals.

As a general time frame and in dryer years (also before COVID-19) some systems have opened mid-May, others the weekend before Memorial weekend. Wet years have even experienced an early June opening, it's all dependent on weather and soil conditions.

My goal in answering this short question with a fairly long answer, is to offer an explanation as to why the systems are not yet open. Hopefully you find this information helpful.

Oneida County Update to Clubs

ATV Clubs,

I am very appreciative that clubs are working on their own to get trails built or getting permissions for trails in your area.

As you make these requests, PLEASE make sure that your requests coincide with Oneida County ATV TRAIL Opening & Closing dates.

By our County ordinance, Oneida County Trails Open on May 22 and close on December 1 each season. These dates have been set for over 10 years now and will not change.

Do not confuse this with routes (town roads & county highways), I am specifically talking about trails.

Clubs are making requests for trails with many other different random dates and it is making it difficult and confusing for many groups/public!

Please do not confuse the Towns, the State, landowners and especially the public with other dates.

The Oneida County TRAIL dates are set, please follow accordingly.

If you already have trail dates that are different than the above, here in Oneida County, please change accordingly.

Thanks you for your cooperation.

Burning Permits Are Suspended In Wisconsin

Campfires For Warming Or Cooking Strongly Discouraged

CONTACT: Catherine Koele, DNR Wildfire Prevention Specialist 608-219-9075 or This email address is being protected from spambots. You need JavaScript enabled to view it.

MADISON, Wis. - Spring in Wisconsin has the highest fire risk with the No. 1 cause of wildfires being debris burning. Wildfires pose a serious threat to public safety, property and our natural resources. People cause over 98% of all wildfires in Wisconsin.

Due to the COVID-19 Safer at Home order, we are taking proactive measures by suspending all Department of Natural Resources burning permits until further notice to protect the health and safety of Wisconsinites.

All burning of debris in barrels, burning of debris piles on the ground, grass or wooded areas is prohibited at this time.

Most debris fires occur in the spring after the snow-cover melts and before vegetation greening. Spring is when people are outside doing yard clean-up and then choosing to burn leaves, brush and pine needles.

Burning permits are required by the Wisconsin DNR in many parts of the state to conduct legal and responsible burning in the outdoors. Burning permits are also required by the Wisconsin DNR in DNR forest fire protection areas to conduct burning of legal materials when the ground is not completely snow-covered.

DNR burning permits do not apply within incorporated cities and villages. These municipalities oftentimes can and do create their own burning permit requirements. In addition, some townships may choose to be much more restrictive than state law and may not allow burning at any time.

Regardless of where you burn, it is up to you to check with your local municipality for their regulations, even if you have obtained a DNR burning permit. Not sure if your burn location falls within DNR forest fire protection? For a more detailed look, zoom-in to your location on the burning restrictions map.

Emergency responders and firefighters have an increased need to take pandemic precautions, so they remain available to continue to protect the public from wildfires and reduce the spread of COVID-19. We appreciate your patience and understanding. Remember to report wildfires by dialing 911 immediately.

Distance is key during this public health emergency. Under the Safer at Home order, we must do all that we can to prevent the spread of the COVID-19 virus. Staying home as much as possible and limiting travel to your community is the best way to lower COVID-19 infection rates.

The Wisconsin Department of Natural Resources continues to receive the most up-to-date information and will adjust operations as conditions change. We will also continue to monitor on-the-ground circumstances each day to determine if park closures become necessary.

Steps To Prevent And Avoid Exposure

  • Avoid social gatherings with people of all ages (including playdates and sleepovers, parties, large family dinners, visitors in your home, non-essential workers in your house)
  • Frequent and thorough hand washing with soap and water
  • Cover coughs and sneezes
  • Avoid touching your face
  • Stay home when able

Fees Waived For Wisconsin State Parks And Trails
State Parks, Trails And Restrooms Remain Open; Property Buildings Closed

MADISON, Wis. – Fees are now waived for all Wisconsin State Parks and Trails that continue to remain open to the public. Parks, law enforcement and property staff will also continue to provide routine sweeps of state park
system properties.

Staying home as much as possible is the best way to lower COVID-19 infection rates, according to the Centers for Disease Control and Prevention (CDC). However, should you need a place with space, getting outdoors has both physical and mental benefits.

Distance is key during this public health emergency. Please do not congregate at restrooms, self-registration stations or electronic kiosks. Additionally, do not gather in groups of 10 or more people and maintain six feet of distance from others.

The Wisconsin Department of Natural Resources continues to receive the most up-to-date information and will adjust operations as conditions change. We will also continue to monitor on-the-ground circumstances each day to determine if park closures become necessary.

Beginning March 24, 2020, the DNR will implement the following changes to the operation of all state parks and recreation areas across the state consistent with guidance provided by the Wisconsin Department of Health and Department of Administration.

Here is the latest:

Fees Waived

  • Properties will continue to be staffed and outdoor recreational opportunities (hiking, trails, fishing, hunting, etc.) remain open at this time.
  • Boat launches at state parks remain open.
  • Visitors are reminded to practice proper personal hygiene to prevent the spread of COVID-19 and to limit group sizes to under ten people when enjoying state properties.

Camping And Special Permits

  • All campsites (individual, group, and indoor) are closed through April 30, 2020.
  • Refunds will be issued to all customers.
  • No new reservations will be accepted until further notice.
  • DNR staff or Camis Reservations staff will be reaching out to individuals with current or upcoming group camping reservations to issue refunds. Any other questions regarding camping reservations can be directed to the Camis Call Center at 1-888-947-2757.
  • DNR property managers will also be contacting groups or individuals who have existing special event permits.
  • Our customer service representatives also continue to provide service via phone at 1-888-936-7463 from 7 a.m. to 10 p.m. daily.

Hunting And Fishing

  • Wisconsin's waters are open. You can fish if you have a license. Normal season regulations apply.
  • All current regulations apply for hunting, trapping, and fishing seasons.
  • In light of Gov. Evers COVID-19 recommendations, please keep in mind the need for social distance, limited travel and proper handwashing.

People should follow simple steps to prevent illness and avoid exposure to this virus including:

  • Avoid social gatherings with people of all ages (including playdates and sleepovers, parties, large family dinners, visitors in your home, non-essential workers in your house);
  • Frequent and thorough hand washing with soap and water;

Polaris Industries Impacted by COVID-19

In a letter that was sent to all Polaris suppliers,

Polaris Suppliers, Monday, March 23, 2020

The impact of the coronavirus (COVID-19) is rapidly evolving, challenging the way we work, do business and operate in general. As we continue to navigate these unprecedented times, we want to update you about the actions Polaris has taken
to date.

Employee Safety: With employee safety a top priority, Polaris has taken aggressive steps to reduce the risk of exposure for our employees. As such, we have implemented the following actions over the past 10 days:

Restricted Employee Travel: Polaris has limited all travel to business critical only, requiring senior leadership approval.

  • Restricted Visitor Policy: Polaris is restricting visitors at all locations. Any visits deemed business critical will
  • need senior leadership approval prior to accepting the meeting. Additionally, visitors will be required to
  • complete questions relating to recent travel before approval.
  • Employee Work from Home: Where able, Polaris employees are strongly encouraged to work from home
  • to allow for additional "social distancing" and lessened face-to-face interactions.
  • Social Distancing: For those employees in our distribution centers and manufacturing facilities, we are
  • deploying other types of social distancing initiatives to reduce potential risk of exposure.

Temporary Suspension of Production: Polaris will be temporarily suspending operations at select powersports plants for one week to respond to current demand signals and continued market uncertainty, as well as to assess
the shifting business needs of our dealers and customers.

We continue to evaluate external market demands, our supply chain and distribution networks, government mandates and local orders, among other factors, and will communicate any revised requirements to the supply
base.

Planned Dates: Polaris will suspend production starting Tuesday, March 24th, with a planned re-start on Thursday, April 2nd. Polaris will continue to monitor its needs during this time and adjust the re-start date as appropriate.

Shipment Pickups: Starting Monday, March 23rd, Polaris has deferred all North American scheduled shipments/pickups to align with the duration of the planned suspension.

Impacted Suppliers: This applies to all North American suppliers, however there will be exceptions for those suppliers that support products considered essential by the Cybersecurity & Infrastructure Security Agency (CISA), such as vehicles built/upfitted for US Military, Federal, State or Local governments; or customers who are critical to the nation's shipping and delivery services. Those exempt suppliers will receive additional information in the coming day(s).

In addition to these activities, Polaris is currently evaluating multiple aspects of the business processes relating to Supply Chain, including without limitation payment terms, check runs and other financial measures. Any process changes will be
communicated in the coming days. We appreciate your continued support and partnership as we navigate these unique challenges, and we Thank You! for your steadfast support and appreciate your commitment to Polaris.

Below you will find some FAQ's that we hope you find helpful.

FREQUENTLY ASKED QUESTIONS

Why is Polaris suspending operations?
As anticipated, pandemic concerns ultimately began to impact demand and we are adjusting our operations accordingly. Between our Retail Flow Management (RFM) system and our agile workforce, Polaris is built to react quickly during rapidly changing times.

Polaris continues to diligently manage its business and will adjust based on current demand signals and continued market uncertainty.

What plants are impacted?
United States: Huntsville, Alabama; Spirit Lake, Iowa; Monticello, Minnesota; Roseau, Minnesota; Battle Ground, Washington; Osceola, Wisconsin
Mexico: Monterrey
Poland: Opole

What remains open?
During this time, Polaris will continue to ship finished vehicles to dealers, as well as produce products that are considered essential by the Cybersecurity & Infrastructure Security Agency ("CISA"), such as vehicles built or upfitted for the U.S. military; federal, state or local governments; or customers who are critical to the nation's shipping and delivery services.

The Company will continue to manufacture and deliver boats to meet retail customer orders; and its distribution centers will continue to operate, shipping parts, garments and accessories to dealers and customers.

In addition to boats, Polaris will continue to operate the Taylor-Dunn and GEM facility based in Anaheim, CA.

Will you plan to extend the closure of some or all of the suspended facilities?
Polaris will continue to evaluate external market demand, its supply chain, government mandates and local orders, and the safety of its employees, among other factors, when making decisions.

State Parks and Trails Remain Open To Public

Wisconsin State Parks and Trails will remain open to the public. The Wisconsin Department of Natural Resources continues to receive the most up-to-date information and will adjust operations as conditions change. We will continue to monitor on the ground circumstances each day to determine if park closures become necessary.

Recent guidance from the Department of Health Services (DHS) recommends canceling or postponing gatherings of 10 people or more to help protect Wisconsinites, visitors and staff from the spread of COVID-19, particularly those who are most vulnerable to infection and severe disease.

Parks, law enforcement and property staff will be diligently ensuring groups larger than 10 do not congregate as well as provide routine sweeps of our properties.

Beginning March 19, 2020, the DNR will implement the following changes to operation of all state parks and recreation areas across the state consistent with guidance provided by the Wisconsin Department of Health and Department and Health. Here is what to expect:

Voluntary Registration Fees

  • Admission is voluntary at this time via self-registration or electronic kiosks

Close all state park offices, visitor centers, and non-essential buildings for duration of public health emergency; bathrooms remain open

  • Effective immediately, the DNR will close the following state buildings to the public: Park headquarters, offices, visitor centers, nature centers, research stations, ranger stations, shooting ranges, fish hatcheries, shelters, showers, concessions, and indoor group camp buildings on all DNR owned properties to the public.
  • Restrooms on state properties will remain open given there are enough resources, cleaning supplies and access to personal protective equipment for staff to maintain them.
  • Properties will continue to be staffed and outdoor recreational opportunities (hiking, trails, fishing, hunting, etc.) remain open at this time.
  • Visitors are reminded to practice proper personal hygiene to prevent spread of COVID-19 and to limit group sizes to under ten people when enjoying state properties.

  • Our customer service representatives also continue to provide service via phone at 1-888-936-7463 from 7:00 a.m. to 10:00 p.m. daily.

For updates on event cancellations and building closures at DNR properties, visit the DNR website or follow @WIDNR on Facebook, @wi_dnr on Instagram, or @WDNR on Twitter.

This is a rapidly evolving situation. For specific information regarding the COVID-19 we encourage the public to frequently monitor the DHS website for updates, and to follow @DHSWI on Facebook and Twitter, or dhs.wi on Instagram. Additional information can be found on the CDC website.

We are committed to service excellence.

CPSC: ATV Injuries Continue to Decline

IRVINE, CA – March 16, 2020 – (Motor Sports NewsWire) – The U.S. Consumer Product Safety Commission's 2018 Annual Report of ATV-Related Deaths and Injuries, released in February 2020, confirms that injuries related to all-terrain vehicles continue to decline.

Assessing a 10-year period (2009-2018), CPSC staff cited a statistically significant overall decrease of 38 percent in ATV-related emergency department-treated injury estimates. The decrease of 13 percent in the estimated number of ATV-related emergency department-treated injuries from 2017 to 2018 also was found to be statistically significant.

"The commitment to safety education and training by the member companies of the ATV Safety Institute and the CPSC is clearly contributing to the decline in ATV injuries," said Erik Pritchard, ATV Safety Institute chief executive officer. "The ATV Safety Institute aggressively reaches out to new ATV owners to urge them to take our free hands-on training and our e-Courses to learn and practice our eight Golden Rules for ATV Safety.

"And we continue to plan our seventh annual ATV Safety Week, currently slated for June, when anyone who owns an ATV can get free hands-on training from ASI licensed instructors at locations throughout the country," Pritchard said.

ATV owners and non-owners should visit ATVSafety.org for more information about ATV Safety Week. An announcement with more details about how adults and their families can register for training during ATV Safety Week will be made in April.
